First, the thesis identifies how energy efficiency loan funds should be structured so as to access public debt markets. Second, it reviews current best practices in the field of Property Assessed Clean Energy (PACE) bonds. Then it discusses the current energy efficiency and renewable energy market in New Orleans, LA.
