Summary:In 1949 the Federation of Jewish Philanthropies of Montreal became concerned about its structure and function. Because of its awareness that the concept of Federation needed potency as a symbol of Jewish community organization, the interest and participation of practically all the sections of the population concerned with Jewish needs and problems had to be enlisted. In particular a closer relationship was needed with those sections in the population who are organized in special group activities. Many of these groups were administering flourishing programmes outside the orbit of the local central Jewish community organization.
