To overcome this difficulty, a highly structured remote training package was developed by following a three phase Research and Development model. A needs assessment surveyed 80 course graduates to determine training objectives based on their actual duties. A systems approach to course design was used to produce in Instructor's Manual for optimizing performance oriented training. The package was formatively evaluated by content experts and instructional design experts. A field trial investigated the accuracy of content, the adequacy of instructional design decisions, and learner attitudes toward the courseware and the implementation of the course.
