Pesquisa do Estado da Bahia - FAPEB === This research aims to analyze the profile of the Third Sector and its challenges, between the years 2003 and 2013, in the articulation of the Jacu?pe Basin, territory located in the State of Bahia, with a view to proposing a Strategic Plan that gives them autonomy. Initially, 13 entities belonging to a group called Rede Pintadas were chosen and, after analysis and characterization of each one, one of the entities was selected for the application of a methodology, based on workshops, which made it possible to prepare the proposal of Plano Estrat?gico de Desenvolvimento Institucional (PEDI) - Strategic Plan for Institutional Development. In the scope of the methodology, it was necessary: historical approach on social action and social policies implemented in Brazil, through its legal landmark and legislation; research about third sector and network, for brief conceptual analysis; research on documents and application of interviews to entities; and the development of workshops and PEDI (Strategic Plan for Institutional Development). The lack of adequate planning, directed to the actions developed by the entities of the Third Sector, make them vulnerable to the dispute over resources, which is imposed in the face of the existing social model in the country. The use of operational tools can be an alternative, based on the elaboration of PEDI's for the Third Sector. === Esta pesquisa tem como objetivo analisar o perfil do Terceiro Setor e seus desafios, entre os anos de 2003 a 2013, na articula??o da Bacia do Jacu?pe, territ?rio localizado no Estado da Bahia, com o fito de propor um Plano Estrat?gico que lhes d? autonomia. Inicialmente, foram escolhidas 13 entidades pertencentes a um grupo denominado Rede Pintadas e, ap?s an?lise e caracteriza??o de cada uma delas, foi selecionada uma para aplica??o de uma metodologia, com base em oficinas, que possibilitou a elabora??o da proposta de Plano Estrat?gico de Desenvolvimento Institucional (PEDI). No ?mbito da metodologia, fizeram-se mister: abordagem hist?rica sobre a a??o social e das pol?ticas sociais implantadas no Brasil, perpassando por seus marcos legais e legisla??es; levantamentos sobre terceiro setor e rede, para breve an?lise conceitual; pesquisa documental e aplica??o de entrevistas ?s entidades; e desenvolvimento das oficinas e do PEDI. A falta de planejamento adequado, direcionado ?s a??es desenvolvidas pelas entidades do Terceiro Setor, as tornam vulner?veis frente a disputa por recursos, que ? imposta face o modelo social existente no pa?s. A utiliza??o de ferramentas operacionais pode ser uma alternativa, fundamentada na elabora??o de PEDI?s para o Terceiro Setor.
