These transformations result in a process of cyclical crises, changing the production, intensifying unemployment and limiting access to the formal labor market. Within this reality, informal work begins to rise, presenting itself as an income alternative to those who are excluded from the formal labor market. Among the various types of informal work, solidarity economy is consolidated. In this context, the purpose of this research is to analyze the relationship between the State and solidarity economy, through the actions of the Secretaria Nacional de Economia Solid?ria ? SENAES, together with the Programa Nacional de Incubadoras de Cooperativas Populares- PRONINC, in order to comprehend the elements and contradictions that permeate this relation and to contribute to its uncovering. The methodology of this research is based on a critical dialectical method, which appears in the investigation of the contemplated reality in the subject matter. The research sample?s universe are the managers of the Social Incubator, located in Porto Alegre?s metropolitan area, as well as the documental analysis of Decree n? 7.357, of November 17, 2010, which provides information about PRONINC and about PRONINC?s evaluation report, published in 2017. For the development of this study, an exploratory type research with a qualitative approach was conducted, in order to deepen the knowledge in this matter and to meet reality from the research subjects' perspective. The data analysis was made from the content analysis based on Roque Moraes theory. The construction of this research is organized in five chapters. Starts with a theoretical framework, allowing the reader to approach the main categories (State, Ideology and Solidarity Economy). The categories are subdivided in the first chapters, providing a dialogue between various authors, in order to understand the different concepts about these matters. The last chapter presents an analysis of the PRONINC and its ideological dimensions, based on the results achieved through the data analysis, providing a dialogue on solidarity economy and the ideological aspects that compose it, the apprehension of social incubators about their limits and possibilities along the university extension and an interlocution about PRONINC as a public policy. === O mundo do trabalho apresenta constantes transforma??es, reformulando-se periodicamente a fim de manter os interesses do mercado. As constantes muta??es ocasionam processos de crises c?clicas, alterando a produ??o, intensificando o desemprego e limitando o acesso ao mercado formal. Dentre essa realidade, o trabalho informal ganha espa?o, apresentando-se como uma alternativa de renda aos indiv?duos exclusos do mercado formal. Entre as diversas formas de trabalho informal, consolida-se a Economia Solid?ria. Nesse contexto, o presente trabalho tem como prop?sito analisar de que forma ocorre a rela??o entre o Estado e a Economia Solid?ria, atrav?s das a??es da Secretaria Nacional de Economia Solid?ria-SENAES, junto ao Programa Nacional de Incubadoras de Cooperativas Populares-PRONINC, de maneira a compreender os elementos e contradi??es que permeiam essa rela??o, tendo em vista contribuir com seu desocultamento. A metodologia dessa pesquisa tem como base o m?todo dial?tico cr?tico, o qual se faz presente na investiga??o da realidade do objeto de estudo. A pesquisa tem como universo de amostra os gestores de Incubadoras Sociais, localizadas na regi?o metropolitana de Porto Alegre, assim como a an?lise documental do Decreto n? 7.357, de 17 de novembro de 2010, que disp?e sobre o PRONINC, e do relat?rio de avalia??o do PRONINC, publicado no ano de 2017. Para o desenvolvimento do estudo, foi realizada uma pesquisa do tipo explorat?ria de abordagem qualitativa, a fim de aprofundar o conhecimento sobre o tema a ser explorado e conhecer a realidade a partir da vis?o dos sujeitos da pesquisa. O tratamento das informa??es foi realizada a partir da An?lise de Conte?do de Roque Moraes. A constru??o da pesquisa organiza-se a partir de cinco cap?tulos, abrangendo inicialmente um referencial te?rico, que possibilite ao leitor aproximar-se das categorias centrais (Estado, Ideologia e Economia Solid?ria) que se encontram subdivididas nos primeiros cap?tulos, propiciando um di?logo com diferentes autores, com o intuito de compreender as distintas concep??es sobre os temas. O ?ltimo cap?tulo apresenta uma an?lise do PRONINC e suas dimens?es ideol?gicas, a partir dos resultados alcan?ados atrav?s das an?lises dos dados, propiciando um di?logo sobre a Economia Solid?ria e as vertentes ideol?gicas que a comp?em, a apreens?o sobre as incubadoras sociais e seus limites e possibilidades junto ? extens?o universit?ria e uma interlocu??o sobre o PRONINC enquanto pol?tica p?blica.
