Previous issue date: 2012-01-11 === This dissertation aimed to evaluate the investment budget to local initiatives- OIIL part of Investment Fund for Local Initiatives-FIIL and its role in the reduction of absolute poverty in the District of Nicoadala situated in Zamb?zia province in the Republic of Mozambique for the period from 2006 to 2009. The FIIL was created in 2005 by the Armando Guebuza Government to reduce absolute poverty and promote local development by stimulating the formation of local associations. The issue that gave rise to this survey is related to the effectiveness of social policies directed to the confrontation of poverty in the country through financial stimuli by loan. These financial stimuli are the only employment alternative and income generation for a population that lives in a situation of extreme poverty. The operationalisation of the FIIL/OIIl result comes by the district administration structure who is responsible for the fund managing and it s operation. The dissertation was based on a dialecticalcritical method and based on data of type quanti-qualitative. In addition to the documentary analysis, information was collected in the District of Nicoadala and 28 direct interviews were held with leaders and borrowers of OIIL. As a result it was found that the lack of planning, training and monitoring of experiences reduced the possibilities of investment effectiveness so that the objectives most nouns were achieved. However, underscores the importance of such proceedings and offer some suggestions for its improvement. Finally it is noteworthy that a set of economic, political and social constraints that determine the poverty of the African population need immense articulated structures for effective coping that expression of the social question. === Esta disserta??o objetivou avaliar o Or?amento de Investimento a Iniciativas Locais- OIIL, parte integrante do Fundo de Investimento a Iniciativas Locais-FIIL, e o seu papel na redu??o da pobreza absoluta no Distrito de Nicoadala situado na prov?ncia da Zamb?zia na Rep?blica de Mo?ambique, no per?odo 2006-2009. O FIIL foi criado em 2005, pelo Governo de Armando Guebuza com vistas a reduzir a pobreza absoluta e promover o desenvolvimento local, estimulando a forma??o de associa??es locais. A tem?tica que deu origem a esta pesquisa est? relacionada com a efetividade de pol?ticas sociais direcionadas ao enfrentamento da pobreza no Pa?s atrav?s de est?mulos financeiros via empr?stimo. Estes est?mulos financeiros constituem a ?nica alternativa de gera??o de trabalho e renda para uma popula??o que vive numa situa??o de extrema pobreza. A operacionaliza??o do FIIL/OIIl vem decorrendo via Administra??o dos distritos, estrutura respons?vel pela gest?o do fundo. A disserta??o foi fundamentada no m?todo dial?tico-cr?tico e baseada em dados do tipo quanti-qualitativos. Al?m das an?lises documentais, foram coletadas informa??es no distrito de Nicoadala e foram realizadas 28 entrevistas diretas com dirigentes e mutu?rios do OIIL. Como resultado, verificou-se que a falta de planejamento, capacita??o e processos de monitoramento das experi?ncias reduziu as possibilidades de efetividade do investimento para que os objetivos mais substantivos fossem atingidos. Contudo, ressalta-se a import?ncia de processos desta natureza e apresentam-se algumas sugest?es para o seu aprimoramento. Por fim, destaca-se que um conjunto de condicionantes econ?micos, pol?ticos e sociais que determinam a situa??o de pobreza da popula??o africana, necessitam de imensas estruturas articuladas para enfrentamento mais efetivo dessa express?o da quest?o social.
