Previous issue date: 2015-01-13 === The Information Age has modified the way the man creates relationships and has deeply impacted the organizations in the 21st Century. We live in a world connected by digital technology networks in which subjective values are superimposed to material assets a scenario that demands a complex look to be understood. In this study we present an analysis of the production process of Communication inside the public organizations, starting from a theoretical background supported by authors who understand the Organization as a product of the relationships between the subjects, namely, as a fundamentally culture reality construed through the interactions made possible by Communication. Through the lenses of the Complexity Paradigm, by Edgar Morin, we analyze how Culture is influenced and also influences the construction of policies of Organizational Communication set forth by Press Officers, the way in which the practices of the press officers are aligned with the contemporary concept of Integrated Strategic Planning, and how the human dimension of the Organization is inserted into the process for the construction of said policies. This study focus on the Press Officer but expands over the Communication Office and its relationship with the Organization, since it is understood that the parts are intrinsic to the whole. A field research is performed through in-depth interviews with professionals in the Communication area into autarchies in the Government of Rio Grande do Sul. The Analysis of Content, by Laurence Bardin, is the technique through which we seek to understand and explain the process of production of communication policies by the press officers. === A Era da Informa??o modificou a forma como o homem se relaciona e impactou profundamente as organiza??es do s?culo XXI. Vivemos em um mundo conectado em rede pelas tecnologias digitais, no qual aspectos subjetivos sobrep?em-se a bens materiais um cen?rio cuja compreens?o demanda um olhar complexo. Neste estudo, propomos uma an?lise dos processos de produ??o das pol?ticas de Comunica??o das organiza??es p?blicas a partir de um referencial te?rico fundamentado em autores que entendem as organiza??es como um produto das rela??es entre os sujeitos, ou seja, como uma realidade fundamentalmente cultural, constru?da atrav?s das intera??es viabilizadas pela Comunica??o. Com as lentes do Paradigma Complexo, de Edgar Morin, analisamos como a Cultura ? influenciada e influencia a constru??o das pol?ticas de Comunica??o Organizacional empregadas pelas assessorias de imprensa, de que forma as pr?ticas das assessorias de imprensa est?o alinhadas ? concep??o contempor?nea de Planejamento Estrat?gico Integrado e de que maneira a dimens?o humana das organiza??es insere-se no processo de constru??o destas pol?ticas. O estudo foca-se na Assessoria de Imprensa, mas expande-se para a Assessoria de Comunica??o e para sua rela??o com a Organiza??o porque entende que as partes s?o indissoci?veis do todo. A pesquisa de campo ? realizada por meio de entrevistas em profundidade com profissionais de Comunica??o de duas autarquias do Governo do Estado do Rio Grande do Sul. A An?lise de Conte?do, de Laurence Bardin, ? a t?cnica atrav?s da qual buscamos compreender e explicar o processo de produ??o das pol?ticas comunicacionais pelos assessores de imprensa.
