For this purpose, the reasons that conducted the Government to adopt this measure were analyzed, emphasizing the crisis of the Brazilian state in the 1980s. The consequences of this crisis highlighted the need to reformulate the role of the state, these changes were presented in the State Reform of the 1990s. In this context of changes in the country intensified the privatization process, and then began the concessions of certain public services such as road concessions. From these changes was assessed as the state played its new role such Economic Regulator, especially in the process of granting highways to the private sector. For this, the priorities for implementation of the concessions were surveyed, analyzing the specific case of Rio Grande do Sul, the implementation of concession contracts and behavior of the value of the toll. After this analysis can be seen that the lack of previous experience in the formulation of contracts and contractual breaches have weakened the concessions model of the state, especially the impact on the toll value. === Esta disserta??o tem a finalidade de avaliar o desempenho do Estado do Rio Grande do Sul no cumprimento de seu papel de regulador econ?mico no caso espec?fico das concess?es rodovi?rias ga?chas. Para tanto, analisou-se quais as circunst?ncias que conduziram o Governo a adotar tal medida, enfatizando a Crise do Estado brasileiro na d?cada de 1980. As conseq??ncias dessa crise ressaltaram a necessidade de reformular o papel do Estado na economia, consubstanciadas na Reforma do Estado da d?cada de 1990. Neste contexto de mudan?as intensificou-se no pa?s o processo de privatiza??es, e, em seguida, iniciaram-se as concess?es de determinados servi?os p?blicos, como as concess?es rodovi?rias. A partir destas mudan?as avaliou-se como o Estado desempenhou seu novo papel de Regulador Econ?mico, especialmente no processo de delegar ? iniciativa privada determinados trechos da malha rodovi?ria. Para isto, verificaram-se as prioridades definidas para realiza??o das concess?es, salientando as especificidades do caso ga?cho, a execu??o dos contratos de concess?es e o comportamento do valor do ped?gio. Ap?s esta an?lise pode-se constatar que a falta de experi?ncia anterior para formula??o dos contratos e posteriores descumprimentos contratuais fragilizaram o modelo de concess?es do estado, principalmente no impacto sobre o valor do ped?gio.
