Previous issue date: 2006-11-23 === The present dissertation is related to the recent Program of the Federal government for Social Housing, the Solidary Credit. This Program was created after the demand presented by the national entities of popular movements in Brazil and it differentiates from the others for having as a focus the cooperative and association work, with the intention of fortifying the "self help" practice and the popular organization. To realize a critical analysis of the Program, this dissertation begins with a historical reconstitution of the ways of housing provision, with emphasis in the self help building and popular participation. The capitalist development, through the housing production, is presented as a way to understand the relations between the agents involved in the current forms of provision. The analysis of the social agents gives clues to explain its current interlocutions. Some notes about the current scene present a compose the changes presented in the civil society and in the State toward the recent public politics for social housing and the popular participation. In the end a panorama of some Brazilian regions is presented, with different ways of utilization of the Program. A study of a more specific case was made in Embu das Artes city, SP, for having, until then, appropriated the Program on a more complete way. The field research had as intention to illustrate the arguments presented throughout the work, basing the critiques made to the Program. Critiques that in the end had been organized in three great axles: provision, interlocution between the present social agents and participation, always aiming at answering the question: changes in the scene?. === Esta disserta??o trata do recente Programa do governo federal para Habita??o Popular, o Cr?dito Solid?rio. Esse Programa foi criado ap?s demanda apresentada pelas entidades nacionais de movimentos populares e se diferencia dos demais por ser voltado ao cooperativismo e associativismo, com o intuito de fortalecer as pr?ticas de gest?o e da organiza??o popular. Para proceder a uma an?lise cr?tica do Programa, este trabalho parte de uma reconstitui??o hist?rica das formas de provis?o habitacional, com ?nfase na autoconstru??o e participa??o popular. O desenvolvimento capitalista, por meio da produ??o habitacional, ? apresentado como forma de compreens?o das rela??es entre os agentes envolvidos nas atuais formas de provis?o. A an?lise dos agentes sociais presentes busca explicar suas atuais interlocu??es e, a partir de algumas notas sobre o cen?rio atual pretende-se compor as mudan?as ocorridas na sociedade civil e no Estado no que se refere ? habita??o e participa??o popular. Por fim ? apresentado um panorama em algumas regi?es do Brasil, com diferentes formas de utiliza??o do Programa. Um estudo de caso mais espec?fico foi feito no munic?pio de Embu das Artes, SP, por ter, at? ent?o, se apropriado de forma mais completa do Programa. As pesquisas de campo tiveram por intuito ilustrar os argumentos apresentados ao longo do trabalho, embasando as cr?ticas feitas ao Programa. Cr?ticas estas que ao final foram organizadas em tr?s grandes eixos: provis?o, interlocu??o entre os agentes sociais presentes e participa??o, sempre visando responder a pergunta: mudan?as no cen?rio?.
