Gender mainstreaming has provided the framework for the increased emphasis on gender equality which has happened along side an explosion of third sector organizations, those funded privately and by the government, and a new understanding of what the accountability of these organizations entails. Four government funded organizations, or “quango” were examined to determine the degree of their accountability to gender mainstreaming policy using these new criteria, and the degree of penetration of the gender mainstreaming efforts.
