Summary:The purpose of this research is to determine the factors that may have caused the non-occupancy of most of the completed units of quarters built by the Government for the civil servants serving within Kerian district. This phenomenon has undoubtedly creates unnecessary losses to the Government both on the aspect of land usage efficiency and monetarily. This research's objectives are further detailed into three parts i.e. to determine the factors on why do the government quarters are left out as the least-preferred accommodation alternative by the civil servants themselves; to determine the subsisting build policy of the government quarters within Kerian district, whether or not it is a demand-based policy or solely on the basis of gross estimation of the existing civil servants serving within the district; and the last but not least to recommend the effective solutions on the issue so as to cease the unnecessary losses borne by the Government both on the aspect of land usage efficiency and monetarily. The main methods that have been used to collect the relevant information for this research are vide structural interviews conducted with the policy implementers and also vide the circulation of questionnaire forms to be responded by the civil servants serving in Kerian district. The outcome of this research has generally suggested that the main reasons of the non-occupancy of the Government quarters are the non-existence of an elaborate policy on the development of the Government quarters in Malaysia and that uneconomic, future ambiguities as well as unsatisfactory maintenance standard have become major causes that contribute the deciding factors on why do the Government quarters are the least-preferred accommodation alternatives by the civil servants themselves
