Summary:The role of facilities is to support the core activities in order to achieve organization's goal. Any changes in the parent organization core activities will affect the facilities management. Therefore, facilities management needs to react or adopt the changes accordingly so as to be effective and efficient, and gives an added value to the organization. This research as a whole, studies the changes in the facilities management in the organization as a preparation to face the changes in its parent organization's functions. Institut Penilaian Negara (INSPEN) was selected as a case study because the institute is planning to expand its core activities into a tertiary education and research center. Interviews and questionnaires were carried out to analyze environmental factors of INSPEN and its Unit Pengurusan Harta (UPH). At the same time interviews and questionnaires help to identify strength, weaknesses and the changes that INSPEN needs to implement in its facilities management. Factors which determine the design of organizational structure especially facilities management strategies need to be studied before changes of organizational structure are to take place. This research has found that the UPH organization must be restructured and upgraded. It must be headed by a Facility Manager, who has to be in a senior post. This research suggests a clear job distributions in UPH and has to be integrated with other units that have overlapping tasks. As the strategies and organization's environment keep changing, the Facility Manager needs to, from time to time restructure his organization to make sure services given able to satisfy the customer's needs and accordingly achieve the organization's goals.
