Communication for Development or for Entertainment?

This paper presents partial results of a global research program about public access venues to computers and other information and communication technologies (ICT). As part of a larger initiative by the Center for Information and Society at the University of Washington, we analyze the needs, uses and opportunities to strengthen public access to ICT as a tool for digital inclusion. The results we present touch on the types of users, what motivates them to go to one type of venue or another, and some of the most common factors that contribute to the success of public access ICT initiatives around the world.
