| Summary: | Over the last few years laws and public policies have been developed to support women in building their status as citizens. However, advances in Brazilian legislation show us that they are no longer the formal aspects that inhibit women full process of citizenship. Thus, in this scenario it is important to discuss what are the improvements and challenges today for the implementation of the rights guaranteed by law. It is highlighted here the analysis of instruments promoted by the government through the policies and actions taken to guarantee the exercise of rights already provided by law. This article analyzes the main contributions of the National Pact to Combat Violence against Women and the State Plan of Policies for Women for the construction of female citizenship, in particular the plan adopted by the State of Minas Gerais, from the understanding that it should be constantly examined how federal entities are mobilized to the topic in question. The survey was exploratory in nature, developed from several sources. It concludes that although there are growing initiatives technical directives, there is still an undeniable fragility in the structure offered by the government to combat violence against.
