On the Administration of Cilicia from 102 to 78 B.C.The author opposes the view which has recently been proffered quite frequently that Cilicia had been set up as a province in its own right as early as in 102 BC with a praetor as governor. However, an evaluation of all the available evidence concerning the supposed Cilician governors makes it quite clear that these were proconsuls of the province of Asia. This is true for M. Antonius as well as for Q. Oppius and for L. Cornelius Sulla. The terms á¼Ï€Î±Ï­Ï‡Î¯Î± στÏατη­Î³Î¹ÎºÎ® and στÏατηγὸς ἀνθÏπατος are to be understood as meaning that the governors of the province of Asia also held a fixed-term command position in Cilicia. Occasionally, they entrusted this command to a praetor subordinate to them. This is attested for Cn. Octavius and for L. Licinius Lucullus. Between 86 and 81 the latter, in his capacity as Sulla's proquaestor pro praetore, conferred the privilege of asylia upon the temple of Isis and Serapis in Mopsuhestia. Cilicia appears to have been established as a province in its own right by Sulla only at the end of the eighties BC. Cn. Cornelius Dolabella administered Cilicia as an independent governor (pr. pro cos.) in 80/79 BC, while C. Claudius Nero was procon­sul of Asia in the same year. He was succeeded in office in 78–74 BC by P. Servilius Vatia, who subdued the Isaurians and gave the province a clearly defined structure.
