In real operation, in this case, a large number of possible solutions for each emergency situation appears, the lower the level of recording for these options, the more their number. This paper focuses on external factors that significantly affect the activities of airlines and airports and to the relevant management retaliation formalized in the form of five points.  The relevance of the choice is dictated by the presence of conflicting interests of stakeholders. Objective explanation in favor of a decision based on the minimization of the total losses from the outbreak of emergencies would significantly strengthen the position of each participant in the process. The authors have introduced a number of mathematical notations and assumptions, a list of which can be supplemented. Dynamic priorities for each participant in the process are formulated. The tool for optimization of joint decision-making is the genetic algorithm, which allows for a smaller number of iterations in the real time to get suboptimal decision that meets the requirements of the participants in the process. As an example, the article describes a situation that may occur in a real-world production. Based on the multiplicative form a dynamic priority for delayed flights is assigned, taking into account the conflicting interests of the participants in the process, private ranking criteria for flights during each step of the rescheduling are formed, a genetic algorithm is applied. As a result, a specific decision of the emergency situation, arising spontaneously from the impact of external factors is obtained.
