He was one of the leaders of the People's Radical Party, belonged to the moderate party's wing which was ready for co-operation and compromise with governing structures in order to achieve the main goal - parliamentary democracy. He was also the professor of International and Constitutional Law at the Great School, and from 1888 at the Faculty of Law; He was one of the participants in the Constitutions of 1888 and 1901 making, the head of the Ministry of Foreign Affairs 1890-1892; 1893-1894; Minister of Justice 1896-1897; Minister of People's Economy 1901-1902; Minister of Finance 1902; Ambassador in Bucharest 1900-1901, and in Rome 1902-1907; Minister of Foreign Affairs 1908-1911; President of Serbian government 1911-1912. He was the Minister of Foreign Affairs in the time of Annexation crisis, where he was pleading for Serbian national interests, but he was also against the war with Austria-Hungary. He was a great supporter of Balkan's federation, and especially military and political agreement with Bulgaria, what resulted in Balkan's federation in 1912, what gave him a great popularity in the Radical party and Serbian society. He was the initiator of the radical magazine 'Delo' ('Deed') in 1894, in which he published a lot of scientific and publishing papers.
