Summary:The article studies the system which is a constituent of other systems and has its own structure according to nonclassical approach that presents a civilization paradigm. Being aware of the differences between the public system and the living and lifeless systems, the conclusion is made that the integrity of society is based on its organization and self-organizacion.In accordance with the civilization paradigm which proves that the conscious activity of a human being man is the basic driving force in the development of society; self-organization of society has certain elements of organization. Organization of society is connected with the supreme power and the activity of the state.The state being the organizational centre of society forms the forces that respond to external and internal changes (influences), provides their focus, controls their realization, coordinates and regulates them. These activities, in economic sphere in particular, are economic functions of the state. The essence of economic functions is limited to forming the structure of economic sphere, horizontal and vertical relationships between economic entities, and also between economic entities and the state. Economic institutions provide implementation of economic functions of the state.
