Summary:<div style="text-align: justify;"><p>Peace and war are of the same nature, one depends on the other and its culmination is victory, like war, the attributes of peace derive from the correlation of forces not the goodness of men. It is therefore a priority to create and put into practice a legal framework of social spaces for the generation of peace scenarios, for this it is essential that Congress provide<br />the National Government with all the constitutional and legal instruments of national and international character for the demobilization of all violent actors, a process always accompanied by programs of social agreement and development for the areas affected by them. Methodologically, the research is documentary and bibliographic, for which the hermeneutic method was used to study the different documents and texts related to the subject.</p></div>
