Summary: | The study proposes to analyze the theoretical contributions and empirical evidences on territorial innovation based on social and institutional learning multiscale dynamics. In this context it examines the emergence of new functions assigned to university emphasizing contemporary methods of spillovers of the university’s research for the territory, according to the nature of knowledge - tacit and codified – and its dissimination - direct and indirect. For this purpose, using the scalar method, we analyze initiatives within the State of Rio Grande do Sul, supported by the Regional Development Councils – COREDEs-RS, decentralization of political science, technology and innovation, in which public universities, private and community now have a closer relation with the the local/ regional productive sector.
