It is proposed to distinguish the academic meaning of the term «civil society» and the ideological one that is often used in modern political processes. The author gives his explanation to the general interest, manifested to the issues of civil society throughout the world in the last 20-30 years. The article notes the strengthening of the role of public organizations in solving social, economic, political, environmental and other problems of the world community. Transparency of national borders, new communication technologies, increased influence of public opinion and other factors have led to the need for effective governance at various levels, from global to local, to maintain a broad dialogue with civil society.
