Summary:The article analyzes the place and role of civil society in modern world. It is proposed to distinguish the academic meaning of the term «civil society» and the ideological one that is often used in modern political processes. The author gives his explanation to the general interest, manifested to the issues of civil society throughout the world in the last 20-30 years. The article notes the strengthening of the role of public organizations in solving social, economic, political, environmental and other problems of the world community. Transparency of national borders, new communication technologies, increased influence of public opinion and other factors have led to the need for effective governance at various levels, from global to local, to maintain a broad dialogue with civil society. The author concludes that civil society actors who are not dependent on national governments, as well as not bound by the political obligations of their countries and have their supranational associations can open new opportunities for creating a new effective management system at various levels.
