Summary:Open access to scientific content means removal of cost barriers and most of the restrictions on copyright laws. It can have a<em> gratis</em> dimension, where the elimination of the cost is the only manifestation of openness and usage is limited to fair use. It may also take the form of access known as <em>libre</em>, which, through the introduction of a license system, appoints possibilities of usage beyond fair use. The article investigates the situation of Polish research periodicals registered in the Directory of Open Access Journal for the application of license recommended in DOAJ and by Ministry of Science and Higher Education of Republic of Poland. The aim was to answer a question which model of openness – <em>gratis </em>or<em> libre</em> – is closer to Polish journal publishers.
