Summary: | This article aims to analyze modern terrorism in two countries, the USA and Israel. These two countries are threatened by terrorism in their perceptions and behaviors, as well as in the way of legally addressing the problem. Using a bibliographic review methodology, we try to describe the phenomenon of the construction of fear. These modern forms of terrorism are based on new cybernetic techniques developed within society by individuals through social networks. We conclude that the active participation of society in the fight against terrorism is necessary since these networks present their benefits and their losses when trying to confront their struggle. Finally, fear has become a new determining factor in the changes that are taking place within these societies.
