Summary:The government of Misael Pastrana Borrero ended the bipartisan agreement of Frente Nacional (National Front). Its educational policy has not been fully studied from an internal and external level and mediated by a decolonial critique. In this order, an analysis of both governmental development and the meddling of international organizations in the formulation and execution of an educational policy for the Colombian people is proposed. The educational policy of the government of Misael Pastrana Borrero was characterized by meeting the demands of the Frente Nacional and the continuism of the previous government. On the other hand, the economic theory of modernity and international organizations such as the United Nations and the Organization of American States, with their UNESCO and PREDE programs respectively, and with other agreements such as the Alliance for Progress and the Andrés Bello Agreement, guided Education in this territory
