Summary: | The text deals with Management of Municipal Systems of Education, Secondary Education and training in the Pará Amazon in the context of the federative pact. Aims to discuss the category autonomy in the collaboration regime as the basis of the National Education System to the formulation of public policies. Through bibliographic and documentary research, we focused on the federative relationship to effectively manage public high school policies in the face of controversies and various problems that permeate the formation. We consider that the configuration of the municipal federated entity corroborates the urgency of the proper articulation in the SNE that needs to pursue a collective stance of resistance in the course of policies, expressed by regulations that subject the teacher to the fulfillment of requirements that support the capitalist system.
