The conclusion of 2002 Country report, referring to the adhering conditions of Romania to the European Union, mentioned that the consolidation of the administrative capacity demands a structural reform of the public administration, an improvement of the civil servants’ capacity from central and local level to comply with the requests imposed by the European Union standards. In conformity with European Commission, the government has identified three fields where to make important progress in the subsequent period: public function, decentralization/ deconcentration of public services and the formulation process of the public politics.http://www.proceedings.univ-danubius.ro/index.php/eirp/article/view/1156/1072
