The conclusion of 2002 Country report, referring to the adhering conditions of Romania to the European Union, mentioned that the consolidation of the administrative capacity demands a structural reform of the public administration, an improvement of the civil servants’ capacity from central and local level to comply with the requests imposed by the European Union standards.
