Summary:The African cotton network faces globalization: actors or onlookers ? Given the results of the WTO Ministerial Congressin Hong Kong, the presentation gives a halfway appraisal of the WTO, highlighting partial results and the necessary stepsneeded to reach a substantial cancellation of the subsidies which generate market distortion effects and have a negative impacton African cotton producing economy. Three years after the Cotton Sector Initiative has been presented by some West andCentral African countries, the Initiative baselines, the part of the different stakeholders and the progress done on this issue arepresented.The central position of cotton in the Doha negotiations is discussed taking account of broader strakes that apply inthe present debates.
