Summary:Urban property must meet the social function fitting to the Government regulation of urban instruments and public policy institution appropriate to the realization of the right to housing . All the instruments provided for Urban Policy lack of political will of the government establishing adequate monitoring coupled with a partnership with companies that move oil exploration in the host cities aiming at effectiveness of a proper urban planning. The aim is the realization of the need to fulfill the social responsibility of companies in the oil sector , so that an appropriate urban development is possible, reaching the accredited social justice.
