According to John Locke e John Stuart Mill, this paper reconstructs the concept of liberty and exposes the main arguments of classical liberalism. In accordance with John Rawls, liberty becomes the first principle of justice as fairness of a well-ordered society, which is part of the public reason and the political conception of justice.
