By focusing on the interaction between all types of agents involved in these processes, a holistic reflection is undertaken that seeks to inquire into the rationality behind these interactions and the way in which it influences the decision-making processes. The existence of a communicational bottleneck in the design and implementation of public policies is highlighted.
