Summary:Territory and the (ir)rationality of decision. This paper constitutes a critical review of the dynamic relationship between knowledge creation processes and their usage in the “information vs. validation of public policies” dichotomy. By focusing on the interaction between all types of agents involved in these processes, a holistic reflection is undertaken that seeks to inquire into the rationality behind these interactions and the way in which it influences the decision-making processes. The existence of a communicational bottleneck in the design and implementation of public policies is highlighted. In order both to tackle this problem and to catalyze a change in the way in which the relationship between knowledge and territory is perceived in Portugal, a case is made for institutional communication amplifiers.
