Starting with a discussion of the relationship between dependence and technological autonomy in the center-periphery relations of world capitalism, it investigates the convergences between foreign policy and technological policy. According to the hypothesis that moves this work, during that period the formulators of foreign and technological policies became increasingly aware of the relationship between technological autonomy and development, and sought to create synergies between both policies.
