The purpose of this paper is to discuss from the legal and managerial aspect the purpose and function of recruitment as an important part of contemporary human resource management. The theoretical aspect of freedom of movement in the European Union is discussed within the legal institutional framework that enables EU citizens to move across borders and exercise their rights.
