When it comes to territories of traditional environmental management of indigenous people as specially protected natural territories, the regime of environmental management should be environmentally reasonable, socially acceptable and cost-effective. However, the realization of these conditions is tough. The task is to direct the process of development of the territories of traditional environmental management in an environmentally safe course, to try to integrate these territories into various spheres of life of indigenous people, especially in the northern regions, until they are roughly integrated exclusively into the production sphere. The difficulties of the legal plan are caused by the inconsistency of the sectoral federal and regional legislation, the protracted procedure for the development of the status, regime and, especially, the territorial boundaries of the territories of traditional environmental management.https://www.e3s-conferences.org/articles/e3sconf/pdf/2019/36/e3sconf_spbwosce2019_02113.pdf
