Article is devoted to the analysis of development and identification of problems in the sphere of small and average altercation of the Republic of Belarus. Purpose: The analysis of structural transformations of development of small and average business of the Republic of Belarus in modern conditions. Methods – analytical, comparisons, tabular, graphic. Results of work: The analysis is carried out and disproportions of development of small and average business in Republic of Belarus in branch and regional cuts are revealed. The institutional environment and the regulatory legal base regulating development of business in Belarus is studied. Extent of influence of various categories of subjects of business on formation of the main macroeconomic indicators of social and economic development of the country is revealed. The main problems in the sphere of development of business are defined. Conclusions: The main directions of development of small and average business in Belarus are defined.
