The samples of the study included 326 school administrators and 342 teachers who were responsible for the school internal quality assurance. The table of Tay Chiangchee was applied for limiting the samples with the validity of 95%. Moreover, they were selected by Stratified sampling by region. The data collection was done by distributing the 5 –rating scale questionnaire on the current situation, problems and needs assessment for participatory action supervision to promote the school internal quality assurance. The data was analyzed by the basic statistics, t-test, the techniques of Modified Priority Needs Index (PNImodified), Mann-Whitney U-test and Kruskal Wallis The study revealed that the five aspects of participatory action supervision to promote the school internal quality assurance as the current situation was rated as at moderate level in all aspects. The problems were existent in all aspects because the needs had the higher level than the current situation at the statistical significance level of .01. The highest aspects of needs assessment were follow-up and supervisory analysis, supervisory plan, supervisory practice, respectively. The school administrators and teachers had the needs assessment for participatory action supervision to promote the school internal quality assurance that had the statistically different significance at 0.1. The school administrators and teachers in smallsized schools and moderate-size school had the needs assessment differed from large-size schools with the statistically different significance.
