Against this background, this piece of research analyses political institution-building in cross-border regions in the Baltic Sea Region. Taking an actor-centred perspective, the actors and their contexts which authoritatively define their freedom of action are the focus of this study. The Öresund Committee, the political institution of the Öresund Region, serves as an empirical case.
