Summary:The theoretical advances of the research entitled The official periodicals in Mexico: their normalization, availability, access and benefits for citizens are presented, corresponding to the thesis that is carried out to obtain the Doctorate in Librarianship and Information Studies at the Universidad Nacional Autónoma de México. The first part describes the relationship between democracy and information, among governmental institutions and official publications and citizenship and access to official publications, for which concepts such as democracy, government, governance, open government, official publications, citizenship, access to information, right to information, open access, among the most important are reviewed, all focused on Mexican reality. In the second part, concepts such as continuous resources and journals are reviewed, then the revision of the ISO standards for journals and the RDA (successors of the RCAA2) for the description of journals. Finally, the list of Mexican government journals that will be submitted to the analysis in the next chapter of the research that is ongoing is announced.
