This contribution explores the standard of evaluation: origins, introduction in the French republican culture, the application in all the social action for more than 15 years and its consequences. It is the new public management which imposes a neo-evaluation in all the domains of implementation, entailing its professionalization and controversies on its definition and its use. In the French social sector, a law of 2002 requires operators and professionals two types of evaluation (internal and external). Become compulsory, this standard seems more very time-consuming than regulating. Remain to understand who are the actors (assessors, estimated) and especially the beneficiaries of the neo-evaluation in strong expansion.
