Our article deals with the key role of artists in the processes of regeneration of urban spaces, and their possible function for the forces of change which express themselves at various levels in these spaces. In this way it perhaps falls to the artist to act as director of a multi-dimensional space, not in the fashion of a set designer, but in that of a constructor of meaning, an interpreter of urban life in more immediate and concrete ways. We have studied two cases of urban spaces where the processes of regeneration have been undertaken by artists, in Tallinn (Estonia) and Helsinki (Finland). This analysis should allow us to specify the role of the artists in the development of a creative city.
