This reform institutes new regulation relationships between public and private and transfers to civil society, particularly to the third sector, characterized as the non-state public, the execution of a double role: provide social and scientific services and exercise social control. In this way, civil society is called on to act, in fact, as a space for the transference of state responsibilities.
