The conditions for learning and training in work situations may generate or increase certain risks to health and safety, particularly in situations where the context limits the resources required in the workplace. The development of « operational resources » (useful and usable) is then the essence of strategies for developing efficient work methods (effective and safe). This is demonstrated by a comparative study in two employment sectors, where the working conditions are learning conditions, and where the margin of maneuver for implementing learning activities is different. Despite this difference, the same categories of operational resources (spatio-temporal, human and material) and the same strategies for constructing these resources are involved. However, each of these categories does not have the same relative importance. The weight of the constraints specific to each sector determines the relative importance of these categories and the human costs of the informal learning activities.
