Summary:Financial local incentives are a common feature present in the five counties (Santarem, Ananindeua, Belem, Barcarena, Maraba) in the State of Para. These incentives favor the spontaneous clustering of industries in the same geographic area. They tend to be classified as clusters because they need to become more mature and consolidated to be considered industrial districts. The review showed that there is no current legislation to regulate their design, installation, and organization; however, there is an abundant production of related legal instruments. The example adopted was the Industrial District of Icoaraci (Belem), which has not adopted the social and environmental benefits of its implementation.
