Thirdly, we analyze the factors that affect the revitalized project in order to derive the retrofit constraints. As a result of the analysis, we suggest that the government take steps to lift regulations to encourage complex development, provide administrative and fiscal support for demolition costs, and deal with ownership-related issues.
