Directions of institutional providing improvement of centers activity for provision of the administrative services

The process of reform of the system administrative services provision in Ukraine had several «waves» (2000; 2005, 2012). The last «wave» was the adoption of the Law of Ukraine «On Administrative Services» on September 6, 2012 № 5203-VI. Administrative services may be provided by centers of administrative services provision or by the united state portal for administrative services. The vast majority centers of administrative services provision were established on the basis of permit centers, which to ensure the issuance of permits for business entities. So, for the formation of the modern system of administrative services provision used the experience of permit centers. Problem is the imperfect institutional support for centers of administrative services provision. The existing mechanism in the area of issuing permits for business entities not always suitable. Most position about centers of administrative services provision, regulations of their activity, lists and registers of administrative services are not standardized and also differ significantly in structure and content for different authorities. Sometimes, normative acts that regulating the activities of the centers of administrative services provision contrary to the norms the Law of Ukraine «On administrative services».
