Summary: | The article analyses the use of training potential and formation of the complex state policy on development of the higher education system in Ukraine. It shows that absence of the strategy of regional development of the higher education potential and selection of the place of obtaining higher education by entrants results in overload of infrastructure of socio-household services of some cities and requires additional investments. It shows that information about specific additional investments is complex and requires preliminary computation and analysis since it depends on a region where a specialist is trained, on a region from which the specialist came from, whether there is a deficit of training capacity of the region, whether the trained specialist stays in the city where this specialist obtained education, and also on the volume of fixed assets of the region that falls on one person and on the structure of these assets. The article makes calculations for determining a set of rules of specific investments depending on situations that take place during solution of a complex task. It presents a matrix model of the complex task of distribution of services on obtaining higher education in the context of regions. It develops a target function, which identifies the total amount of investments into fixed assets for maintaining the level of socio-household services and into fixed assets of the “Education” type of economic activity.
