Summary:The rise of totalitarianism provoked Hannah Arendt to think about the activities in the public realm. According to her, the public activities were historically related to freedom, especially in Antiquity. However, the totalitarian domination changed this relation. Free action and political speech in the public realm were replaced by the mass movement, indoctrination and propaganda. This article aims to understand the difference stressed by Arendt between public speaking related to domination and the political speech. First, this text deals with the Arendt´s concept of political speech. In order to clarify this concept, Cicero’s thinking about orator is presented. The third part of the text discuss public speaking and propaganda during the totalitarianism. Finally, this text compares the character of political speech and public speaking in totalitarian context.
