The institutionalization of these camps raises questions as to the legal characterization of such action by the Chinese government. Ethnic and religious cleansing and crimes against humanity are divisive terms and the international community is struggling to denounce them with one voice. International institutions such as the UN and the ICC remain – for the time being – in the background on this issue.http://journals.openedition.org/rdr/1251
