The study examines how their perceptions have changed over a six-year period (2012–2018). Results show the mediation effect that adaptive planning—promoted through CITE activities—has between social capital and innovation, which is also strengthened over time. In conjunction with this, a route is investigated for business innovation that goes further than the need–opportunity dichotomy, through associative and collaborative behaviors, and adaptive planning that stands out thanks to its actors (the community of producers).
